Decision Insite, LLC Provide community boundary and related consulting services

Decision Insite is being hired to look at redistricting boundaries because of the Mission Viejo Ranch development which will bring. Concerned about the number of children that will not have seats next fall. CUSD is denying Mello Roos taxpayers in Ladera Ranch seats at Tesoro, and Talega taxpayers seats at SJH. All of the Ranch brochures say that their kids will go to Las Flores K-8 and then Tesoro High. But once those homes are sold, the kids in Esencia and Sendero will be rezoned for Esencia K-8 and San Juan Hills. Thats a Bate and Switch.

The Ranch is representing to all new buyers that their children will be going to Las Flores K-8 until Esencia K-8 is built and Tesoro will be their high school. 

Right now the Ranch students are being bused to Ls Flores & Tesoro. Once the current phases of Esencia are sold out. The school district is going to change their home school to San Juan Hills. That is why CUSD is adding 628 new seats to that campus. CUSD is adding capacity to SJH but is denying taxpayers in Telega seats at SJH even though their Mello Roos paid for that school. The same is happening to Ladera Ranch Mello Roos taxpayers who are being denied seats at Tesoro to accommodate the Ranch students.

CUSD should be honest with Taxpayers.

This is a an amendment to a $175,000 contract provide professional real estate consulting services, including but not limited to, strategic planning services, advisory services, consulting services, entitlement services and project management services.

Staff is stating that the amendment is to increase the contract from $175,000 to $300,000, but it looks like Staff has altered this contract to back date it to July 1, 2016 and extend it to June 30, 2017

This is a an amendment to a $75,000 contract Legal Services.

Staff is stating that the amendment is to increase the contract by $125,000 from $175,000 to $300,000. Staff also extended the dates to July 1, 2016 through June 30, 2017.

This is a an amendment to an existing $18,470 contract to provide Semi-annual testing for AHERA at various district sites.

Staff is stating that the amendment is to increase the contract amount by $35,530.00 (from $18,470 to $54,000)

This money is being paid from from the General Fund. It Should be taken out of Measure A bond funds which were specifically earmarked for Asbestos abatement.

This is a an amendment to a $86,450 contract to provide various communications and marketing services, including Re-Imagined Schools, strategic sessions on campus, reviewing existing profiles, designing a bi-fold brochure improving existing School Loop websites and optional ongoing design for promotional materials

Staff is stating that the amendment is to increase the contract from $86,450 to $127,270

CUSD is spending hundreds of thousands of dollars to brand schools - new logos - web sites social media. It started with 7 elementary schools. There is nothing of real substance changing for student education- but there is a lot of spending on marketing and branding to change the image of some schools in the hopes that the District can save these small under enrolled schools from being converted to Charter Schools. 

When CUSD does not have money to fund core educational programs like Art- Music-Science then they should not be spending General Fund Dollars on Marketing and Professional Development.

 

 

 

BACKGROUND INFORMATION

At the September 28, 2016 Board meeting Trustees approved a contract with Album Agency dba Album Creative Studios Incorporated re: "Re-imagine Schools Branding Proposal".  The contract amount is $24,900.00 (Stated Estimated Amount is $55,600.00 - Contract states no more than $80,000) 

CUSD is hiring Album Agency dba Album Creative Studios Incorporated to "Provide various communications and marketing services, including Re-Imagined Schools, strategic sessions on campus, reviewing existing profiles, designing a bi-fold brochure improving existing School Loop websites and optional ongoing design for promotional materials".

The contract term is 7-1-16 to 6-30-2017. The effective date is August 18, 2016. The contract is coming up for Board approval on 9-28-16 (40 days after the start date of the contract).

Background:

On April 27, 2016 Principals from seven CUSD elementary schools made a presentation to the Board for a three year blue print to "re-image" their schools. As part of "Moving Capo Forward", these schools are going through an educational makeover designed to attract students to schools with declining enrollment and prevent the District from having to close schools by providing each school with a new educational focus.

The seven schools are:

  • Del Obispo - College and Career Readiness/AVID 
  • Hidden Hills - Technology
  • Kinoshita - College and Career Readiness/AVID
  • Lobo Elementary - STEAM
  • Marblehead - Environmental Studies
  • R.H. Dana - Science and Technology
  • Wood Canyon - Arts and Media

Board Audio at 1:14:19 http://cusd.capousd.org/cusdweb/audio2015-16.html at 1:09:54 Trustee John Alpay makes the comment that this is just "Marketing Gimic" -  changing names to "Academy" without changing anything - just a con job. Money can be better spent elsewhere.

On May 11, 2016 the Board was asked to revise district policy regarding renaming the schools and potentially adding the word “academy” came back before the board on May 11. However, trustees determined that a new policy was unnecessary due to the board’s current ability to rename schools. The board voted 6-1 to table the item indefinitely.

at 3:07:00 the Board voted 6:1 to strike all the language and table this matter forever.
at 3:08:00 Superintendent Vital clarifies marketing vs branding a specific program not renaming schools.

As a taxpayer, it concerns me greatly that CUSD spend so much time and money on "marketing". This is $55,000 to come up with marketing materials that focus on buzz words such as STEM and STEAM to trick parents into thinking there is something unique, different or special about a school simply because the CUSD adds the word "academy" to the name of an existing school. This is a waste of taxpayer money and again- it has already been implemented without Board approval.
