CUSDWatch: Take Action Today- It is for the Kids!

CUSD just published the Kitchell Facilities Reports which shows that the District needs $180 million in EMERGENCY repairs- repairs that are necessary to protect the health and safety of students. These reports (one for each school) can be found on the district web site at the following link. http://capousd.ca.schoolloop.com/Facilities

What these reports tell you is that the District has made their number one priority employee compensation, and has done so at the expense of the health and safety of students.

I felt it would be very informational for taxpayers read an article that I wrote back in 2016:

Capistrano Unified School District Facilities Report- "16,000 plumbing work orders - 3 plumbers on staff"- Never any Williams Complaints? $22.6 million in employee compensation increases for 2016-17

If parents want to protect the health and safety of students, it is time to take action.

If facilities are important to you file a Williams complaint for your child's school. The District will be forced by the State to make the repairs that are needed. If CUSD lacks the cash flow to do so, the State will step in and take over the district.

Here is an article on what it means when the State takes over a District: State Takeover of a School District Explained

Williams complaints are very easy to file- here is a link to the information and here is a sample complaint:

Williams Complaints

A Williams Complaint, another type of UCP complaint, regards instructional materials, emergency or urgent facilities conditions that pose a threat to the health and safety of pupils, and teacher vacancy or misassignment and may be filed anonymously. Williams Complaints are filed with the principal, or their designee, of the school in which the complaint arises. Schools have complaint forms available for these types of complaints, but will not reject a complaint if the form is not used as long as the complaint is submitted in writing.

If a Williams Complaint requirement is allegedly not being met, a Williams Complaint form may be obtained at a school office, an agency/district office, or by clicking on the CDE web page to obtain a sample Williams Complaint form

How do I file a complaint?

See Complaints in the CDE FAQs.

If Parents and taxpayers do not step in, the status quo will continue. As an example... the Kitchell reports show that HVAC systems and mechanical systems in general are critical- past their useful lives- yet the 5 year facilities maintenance plan has NO mechanical systems on it's current plan which runs through 2020-21.

See: 5- year Deferred Maintenance Plan

Employee Compensation is now 99.42% of CUSD's budget. Teachers are threatening to strike. CUSD's answer will be to do an early retirement so that they will have some money in the budget for a sixth year of across the board employee compensation increase.

It is time for parents and the public to step up and put the health and safety of children first.

Take five minutes and file a Williams Complaint on behalf of your child. Use or attach the Kitchell report. If you do not take action- facilities will continue to deteriorate and in two years CUSD will use these reports to ask for another bond.
