Gordon Amerson Associate Superintendent Human Resource Services left CUSD to become the new Superintendent of Duarte Unified School District. He is being replaced by Tim Brooks, Executive Director Human Resources/ Investigations.

Tim Brooks, currently the Director of Personnel Services, has been appointed to the Executive Director of Personnel Services/Investigations. This position was created through the Road to Recovery Phase I in an effort to develop and implement a systems approach to investigating concerns and complaints. Mr. Brooks will work closely with Education Division leaders, site administrators, and classified managers as the District addresses and responds to complaints, concerns and allegations.

6/5th Assignment First Semester

CUSDWatch Comment 

At the middle school and high school level, there are 6 periods in a school day. A full-time teacher teaches 5 classes of students and has 1 period as their "Prep" or "Conference" period.  Hence, a full-time teacher has a 5 period teaching load/6 period day. A teacher's annual salary is divided by 5 parts to determine the value of each period's teaching. 
 
A 5/5th assignment is full-time.
 
If a teacher agrees to teach an extra period per day, then they have a "6/5" assignment, meaning they teach 6 periods of their 5 period day.  This, by contract, gives them an additional 20% of their salary in pay. 
 
 
Appropriate Use of 6/5th teaching assignment:
 
The appropriate use of a 6/5th assignment is to benefit the student (planning, grading, meeting with parents, etc)
 
 
Inappropriate use of 6/5th teaching assignment
 
The district uses ETAPs and STAPs to fill in when the District does not have enough work or funding for an additional administrator.
 
 
ETAPS: Elementary School Teaching Assistant Principal
 
STAPS: Secondary Teaching Assistant Principal
 
STAP I:  Does not require an Administrative Credential. Helps with administrative duties in addition to their full-time teaching load. Gets a stipend of $1,000 per year.
 
STAP II: Requires an Administrative Credential. Helps with administrative duties in addition to their full-time teaching load. Gets a stipend of $2,000 per year. 
 
 
Paying a teacher an additional 20% to perform administrative duties out side the classroom is a mis-use of district funds. The Contract requires that the assignment must be a "continuing regular assignment of a sixth teaching period daily."
 
During the 2017-18 school year, CUSD paid employees $9,798,092.00 for 6/5th positions.  
 
Does this "EXTRA" pay show up in the salary schedule?  
 
Did these employees really work an extra period, or is this how CUSD is paying for the "one-time, off schedule collaboration payments"? 
  
Average Teacher Compensation has increased every year:

In reviewing principal salaries- CUSD Principals are paid $30,000 to $62,000 more per year than the "Highest Average Salary" for a large school district. 
 
The PUBLIC needs an audit of CUSDs' expenditures on 6/5th teaching assignments to see if they constitute a proper use of District Funds.
 
 
 
Capistrano Unified High School Principal Salary
 
The lowest salary is William Mochnik III which is $32,000.00 more than the State Average for a High Annual Salary.
 
The highest salary is Jason Allermann which is $61,000.00 more that the State Average for a High Annual Salary.
 
 
Capistrano Unified High School Assistant Principal Salary
 
CUSD is paying its Assistant Principals more than the High Annual Salary for Principals.
 
 
 
 
Note: the NEW CONTRACT is not available for viewing on the District web site or CUEAs' web site. The latest Contract is for the period July 1, 2015 to June 30, 2017.

"5.3.6 In middle schools, grades 6-7-8: Shall not exceed 1400 minutes weekly, exclusive of the preparation/ conference period. Teachers teach five periods daily." 
 
"5.3.7 In high schools, grades 9-12: Shall not exceed 1400 minutes weekly, exclusive of the preparation/ conference period."
 
at page 9 of the Contract: 
 
"5.11 The District shall have the option to offer to teachers assigned to teach at the 6-12 level the opportunity to volunteer to accept a continuing regular assignment of a sixth teaching period daily. Teachers who accept a continuing regular assignment of a daily sixth period shall be compensated at one-fifth 1/5th of their regular daily rate of 185 days in addition to their regular compensation.
 
5.11.1 Each spring, a letter or memo which includes, but is not limited to, the following information will be sent to each secondary teacher regarding application/selection of teachers to fill 6/5th positions.
 
(1) Among the factors in making a 6/5th assignment selection, the site administrator will give equal and fair consideration to the following criteria for selection: credentialing, facilities, master schedule (e.g., student course requests, class size, minimizing program changes, availability), history of previous assignment, expertise, teacher interest, circumstances specific to the particular school site.
 
(2) A return response form on which a secondary teacher will indicate interest/non-interest in being considered for a 6/5th position and an acknowledgement of the selection process and criteria.
 
If the employee's circumstances change after completion of the return response, it is his/her responsibility to inform the Principal of the change in interest.
 
(3) The District shall have the option to select from among the volunteers for said regular sixth period teaching assignment"

(TAP) Teaching Assistant Principals 

Currently CUSD has two types of TAPs'

TAP I positions do not require an administrative credential. These are "teachers" who are part of CUEA... the teachers union aka Capistrano Unified Education Association. TAP I employees receive a stipend of $1,000 per year.

Tap II positions require an administrative credential. These people are part of CUMA- Capistrano Unified Management Association. CUMA members do not pay Union dues. TAP II employees receive a stipend of $2,000 per year.

If the Board approves this Item the revision will create a single TAP classification and all TAPS will become members of CUEA.

Financial Implications: Staff has worked to create a cost-neutral recommendation through Administrative Regulation.

Increasing Dues paying members in the Teachers Union is usually NOT in the best interest of taxpayers and students. There is no explanation as to why this would benefit the education of students.
