CONSENT CALENDAR

All matters listed under the Consent Calendar are considered by the Board to be "routine" and will be enacted by the Board in one motion in the form listed below. There will be no discussion of these items prior to the time the Board votes on the motion unless members of the Board, staff, or the public request specific items to be discussed and/or removed from the Consent Calendar. The Superintendent and the staff recommend approval of all Consent Calendar items.

Note: CUSD put the purchase of the Esencia School Site on the Consent Calendar without a price. The amount paid turned out to be $13 million more than previously disclosed because CUSD valued the land as if it had 100 homes on it. This resulted in the gifting of $13 million in taxpayer dollars to the Ranch and is the subject of a DA Investigation.

It is very important for tax payers to watch all Consent Calendar Items.

PUBLIC COMMENT is now limited to 5 minutes per speaker total no matter how many Items an individual speaker wishes to comment on. This is a NEW rule was put in place to limit Public scrutiny of the Consent Calendar.

This is a fairly significant financial commitment for the purchase of additional CNG busses. He asked for a status report on how the CNG plant is functioning. He did not pull this Item. He asked for a status report at a future meeting.

It was moved by Trustee Hanacek and seconded by Trustee Reardon and motion carried by a 5-0-2 vote to approve the recommendation to issue a Notice of Intent to Revoke and Notice of Facts in Support of Revocation to Oxford Preparatory Academy (OPA) Pursuant to Education Code § 47607(e). the School Facilities and Finance Advisory Committee Bond Measure Timeline.

Agenda Item #28  BROADENING THE COURSE OF STUDY – NEW SECONDARY COURSE, STUDENT LEADERSHIP (ASB)

Trustee Jones expressed concern that the Pre-requisite is the successful completion of Student Government (ASB). Trustee Jones feels that the creation of "Student Leadership" as a second year of ASB is elitist and exclusionary.

CUSDWatch Comment

The goal in getting this class approved as a a-g approved course was to encourage students to continue in ASB. Students are deciding not to participate in ASB because they do not get an honors bump for the class and the class does not fulfill any a-g course requirement for entrance into college. In an effort to encourage students to continue ASB, Nick Nedler, the Director of Students Activities at Dana Hills High School is asking Trustees to approve a new course entitled "Student Leadership" which he would like to submit to UC Doorways so that students at Dana Hills High School could use this class to fulfill an "g" course requirement. 

The Staff report states: 

"Student Leadership will be offered at Dana Hills High School beginning in the 2018-2019 school year and will be available at all comprehensive high schools should they choose to offer this course. This course will satisfy the “g” requirement of the University of California a-g requirements"

The first Problem is that it appears that this class was submitted to UC Doorways in June PRIOR TO BOARD APPROVAL and is already a UC Doorway approved (g) class.

The Second Problem is that if Staff is going offer a class "District wide" then the curriculum text book must be approved by the Instructional Material Review Committee. (What if this was not "Student Leadership" but "Comprehensive Sexual Health"? Do we want a single teacher deciding curriculum materials?

The test book "The Student Leadership Guide: by Brendon Burchard has not been reviewed by the Instructional Materials Review Committee. CUSD and Staff decided to change this Item to a "Pilot" to correct this error.

The Third Problem is EQUITY - only students at Dana Hills High School who participate in ASB will get a-g credit. All other ASB high school students will not. This effects student transcripts and the districts deciles.

CUSD relies on fundraising and donations to pay for art - music and science- PE - class size reduction- teachers salaries and release time- instructional aids - technology. 

THE ONLY THING CUSD PAYS FOR IS EMPLOYEE COMPENSATION

Using one-time money to pay for on-going core educational programs creates wealth based inequities within the district that violate the Civil rights of students. Students whose parents cannot fundraise for these programs go without. 

When parents are forced to fundraise for core educational programs that the district is constitutionally and statutorily obligated to provide (year after year... after year), it becomes a tax upon the public. A new tax for a service that the State/District is already constitutionally obligated to provide. Such taxation is a "Double Tax" and is "taxation without representation".

On May 4, 2018, the SCAQMD Board took action to approve awards to replace pre-1994 diesel school buses with new, near-zero or optional low NOx Compressed Natural Gas (CNG) fuel buses with funds from the Carl Moyer Program AB 923 Special Revenue Fund (80) and from U.S. EPA’s 2017 Targeted Air Shed Grant in the Clean Fuels Program Fund (31)

CUSD Received $3,157,500.00 for bus replacement.

CUSD received $210,000 for CNG Infrastructure Expansion.

SCAQMD limited the Grants to 15 buses per district

SCAQMD covers 89% of the cost to purchase 15 new CNG buses.

CUSD General Fund will pay the remaining 11% $368,505.00

This bus replacement program cost California tax payers $35,638,000 

+ $368,505.00 CUSD General Fund

California Taxpayers are fully funding these expensive busses. CUSD is cutting its bus routes. Parents have to pay for the few bus routes that are remaining.

This is a shameful scam on California Taxpayers. Multiply this by thousands of school districts that are being forced to lay off teachers to balance their budget and rely on fundraising and donations to pay for core educational programs while the State of California promotes its green energy political agenda. This is truly a disgrace

These buses cannot even make the drive across the district without stopping to refuel
