Capistrano Connections Academy charter school has presented a renewal petition for a Charter School within the District. Why is CUSD using District resources to basically start running a virtual school that isn’t really serving CUSD students?

Background

California Connections Academy was Chartered in 2004.

The Charter was renewed in 2009 and 2014.

California Connections Academy had four schools managed by three separate corporations, with three separate Board of Directors.

On June 20, 2018 the CUSD Board of Trustees approved the merger of these four schools into California Online Public Schools. See: CUSDWatch June 20, 2018 CUSD BOT Meeting Agenda Item #51 PRESENTATION OF MATERIAL REVISIONS TO CHARTER OF CAPISTRANO CONNECTIONS ACADEMY CHARTER SCHOOL

Capistrano Connections Academy Charter School requested material revisions to its Charter to merge the non-profit public benefit corporation which governs it with two other non-profit public benefit corporations. The name of the Charter School’s governing non-profit public benefit corporation will change from Capistrano Connections Academy, Incorporated to California Online Public Schools.

Material Revisions include, but are not limited to:

A Merger of the four schools under one governing board

Number of Board Members

Method of Selection of Board Members

To operate virtual schools that include enrollment of students from outside the Capistrano Unified School District.

Based on Staff Recommendation Trustee Jim Reardon made a motion to Approve Material Revisions To Capistrano Connections Academy was moved by Trustee Reardon.

Second by Trustee Judy Bullockus

The Motion Passed 4-0-3 (Trustees Jones, Pritchard and Holloway were absent)

On 8-27-2018 the four schools were merged into a single corporation "Alpaugh Academies" with one Board of Directors: Merger Agreement

On 8-28-2018 The name of the entity was changed to "California Online Public Schools": Name Change

Is this really a "renewal" of an existing Charter? It looks like it is a "New" entity.

The name registered with the California Secretary of State is "California Online Public Schools" - yet the Charter renewal refers to "California Connections Academy Southern California" That name is not registered with the Secretary of State.

Students who reside within CUSD do attend CalCA SoCal, but the number of district resident students compared to the total enrollment of the charter school has remained small, at approximately 180 in-district students during the 2017-18 school year.

CUSD spends about $21 million dollars per year to educate 3,600 students. Only 180 reside within the district.
