The Board Approved This Item As Part Of The Consent Calendar Without Any Discussion
 
OCDE is required to ensure that Kinoshita and Viejo elementary School have sufficient instructional materials and that facilities are in good repair. All other schools are required to "self-report". 
The OCDE is reporting that there were no "self - reported" Williams Complaints filed during the period April - June 2016.
  

 
NOTE:
 
CUSD facilities have not been maintained for well over 15 years because of a lack of sufficient funding from the State of California. CUSD in collusion with its employee unions and union elected Board of Trustees, has made the conscious choice to protect employee compensation at the expense of the quality of facilities CUSD provides to both staff and students. For example, CUSD chose to give 4 consecutive years of across the board compensation increases to employees totaling over $120 million dollars rather than spend $10 million of that money to fix every leaky roof, and every failing HVAC system in the district. 
 
How come OCDE was not made aware of the health and safety violations at Kinoshita and Viejo that were made public in the bond documents?
 
CUSD employee groups chose to remain silent about unsafe facilities conditions knowing that is money was spent to fix and maintain facilities there would be less money available for compensation increases for employees.
 
That is the only explanation why CUSD could document the need for $889 million dollars in Prop 39 bond funds and have zero Williams Complaints for 2015-16 school year.
  

 

 

Kinoshita Elementary School

 
When CUSD was trying to pass Measure M ($889 million dollar school facilities bond November 2016) Kinoshita needed $9.4 million in repairs and maintenance:
 
 
1. Site Work: At 16 years old, Kinoshita Elementary School is in need of some renovations to existing site work to comply with ADA code and to reduce tripping hazards.
 
2. Exterior: In addition to the need for refinishing and repairing of some of the exterior materials weathered by the coastal environment, some ADA issues need to be addressed as well.
 
3. Interior: Some required interior improvements are listed below. A detailed review of current conditions along with requested improvements by the site committee will likely expand this list.
 
4. Electrical Voltage Systems: Improvements to the existing power distribution systems are required to meet the needs of a modern school facility and to provide reliablility and power quality/capacity for future remodel or expansion projects. Low voltage systems require up-grades as well. 
 
5. Heating/Ventilating/Air Conditioning: Air quality and room comfort are always an item of concern.
 
6. Plumbing: The following are site issues or concerns.

The SARC report are very different than the findings of WCL Architects who did the Facilities Master Plan (licensed contracts) for bond purposes. The visual facilities inspections for SARC reports are complied by Facility Inspection Services Incorporated who is not a licensed contractor.

Viejo Elementary School

When CUSD was trying to pass Measure M ($889 million dollar school facilities bond) Viejo needed $15 million in repairs and maintenance:

1. Site Work: At 45 years old, Viejo Elementary School is in need of substantial renovations or replacement of concrete sidewalks and asphalt paving to comply with ADA requirements and reduce tripping hazards, many circulation areas of the campus must be addressed.
 
2. Interior: Some required interior improvements are listed below. A detailed review of current conditions along with requested improvements by the site committee will likely expand this list.
 
3. Exterior: In addition to necessary re-painting and re-finishing of some exterior materials. the coastal air has severly cooroded some doors and their frames. Some ADA issues need to be addressed as well.
 
4. Electrical Voltage Systems: Existing power distribution system is inadequate for a modern school facility and does not meet reliability or power quality/capacity for future remodel or expansion projects. New codes and low voltage systems power requirements will also influence required upgrades. The following are a few of the needed upgrades.
 
5. Heating/Ventilating/Air Conditioning: Roof top HVAC units (RTU) were manufactured in 1988 and are at the end of their service life. Indoor air quality has been a recurring issue.
 
6. Plumbing: There are some issues that have been identified.
