CONTRACTS THAT SCHOUL HAVE BEEN PULLED FOR DISCUSSION
Trustee Hatton-Hodson is under investigation for Conflict of Interest and is required to disclose her business interests and recuse herself from voting on any contracts that may be a conflict. This District has received conflicting legal opinions. See Agenda Item #30. CUSD is under the impression that if they put every item on the consent calendar they no longer have an obligation to disclose potential conflicts of interest. Trustee Hatton- Hodson recused herself on Agenda Item #2 but failed to recuse herslf on this item.

CUSD received a CTE Incentive Grant Fund of $1,636,733: page 75 Telos Educational Services $7,000 for a Keynote Speaker for Professional Development Day "(Re)Defining the Goal: The True Path to Career Readiness in the 21st Century" Seems like such a waste of money when the CUSD still has no District Funded Art and Music for every K-3 student. Lots of money being spent on Professional Development and Technology. |
Concerns:
1. Conflict of Interest:
Trustee Lynn Hatton -Hodson owns a company InnovateEd. InnovateEd is a partner in Systems Leadership Collaborative. Systems Leadership Collaborative is lead by ACSA, Fullan, InnovateEd, The Flippen Group and Fagen, Friedman and Fulfrost.
see: http://innovateed.com/systems-leadership-collaborative/
CUSD is executing contracts with the Flippin Group ($15,000 page 67) and Fagen, Friedman & Fulfrost ($15,000 page 76)
2. CUSD received a $3,157,561 Educator Effectiveness Grant that was specifically mandated to be spent on Professional Development. Why is the Flippin Group Contract (Professional Development- Superintendent/Cabinet) being paid out of General Fund money?
3. Staff has a habit of coming to the Board for approval of contracts that have already been performed, or work has already been started (after-the-fact approval). What if the Board did not approve the Contract?
See the following Contracts:
page 76 Fagen Friedman & Fulfrost Contract started 6 weeks ago (dates October 1, 2016)
page 78 James F Anderson Law Firm MELLO-ROOS Contract for services starting January 1, 2016 (almost one year ago) Effective date is 11-17-16?
page 104 Edupoint Educational Systems $13,750 The services under this contract (Technical Support and Training for Synergy Education Platform is a student data management system designed to improves IEP management and CALPADS reporting.) were performed October 10, 2016 thru November 11, 2016. Also the signature is incorrect: The signature is singed as a representative of "San Juan Capistrano School District" not the "Capistrano Unified School District"
