RE: Public Comment: 2019 Health Education Curriculum Framework for California Public Schools, Transitional Kindergarten Through Grade Twelve Using the Public Education System to Fundamentally Transform America Dear Sir/Madam: No one wants to believe that the United States public education system would ever be weaponized against our children and the People of the United States of America. Sadly that fact is becoming harder and harder to deny. Today is the last day for the Public to comment on the 2019 Health Education Curriculum Framework for California Public Schools. This curriculum was passed by law in January 2016. The Capistrano Unified School District approved a Teen Talk Pilot program in December 2016.1 Now, it is 2019 (3 years after the law was passed), the Public is being asked to submit comments regarding the content of the Health Education Curriculum Frameworks. Since when does the California Department of Education allow political advocacy organizations to write education curriculum? Since when does the California Department of Education require underfunded school Districts to spend financial resources and instructional time on a health curriculum that is neither medically accurate or age appropriate? Since when does the California Legislature force school districts to implement a curriculum written by political activists, and then allow the ACLU to threaten a law suit against any district that fails to comply with the implementation of a specific curriculum? This is not how real curriculum is implemented. This curriculum; and the process by which it has been put into effect is an abomination, and an affront to the Constitution of the United States which seeks to limit the power of government from infringement upon the rights of the individual. Comprehensive Sexual Health is a national curriculum that was initiated by Planned Parenthood in 2010 (Planned Parenthood Program Model) in coordination with PFLAG, a national organization formally known as Parents, Families and Friends of Lesbians and Gays. It started as a movement to prevent bullying and to make schools more inclusive and tolerant of kids who may not identify themselves as a boy or a girl. While the intention may have been good, the result is tragic for all children, and for a parents right to protect their children from knowledge and information that in fact may harm them, both mentally and physically. California is the only state in the nation that does not allow parents to OPT OUT of this instruction. The curriculums that have been approved by ASHWG as compliant with the law are offensive and have no place in the classroom.2 & 3 The California Department of Education states publicly that curriculum is being implemented for middle school students. However, all over the State, we see this curriculum being brought into ALL GRADES... pre-K - 12. This is not about sexual health. This is about a political agenda that seeks to weaken family values and destroy the fabric of our nation. Without the ability for parents to OPT their children OUT of this instruction, these curriculum frameworks; as currently written, have no place in the American public education system. This is being implemented to "fundamentally transform America", not to educate students. Under "Local Control" the State Department of Education represents that Content Standards and Curriculum Frameworks are a "recommendation", not a "requirement". The only "requirement" seems to be Physical education.4 "Physical Education, with emphasis on physical activities for pupils that may be conducive to health and vigor of body and mind, for a total period of time of not less than 200 minutes each 10 school days, exclusive of recesses and the lunch period." "While implementation of specific academic content standards is a local decision and not specifically mandated by EC, California strongly recommends their local use. Statewide assessments which are mandated by EC are based upon California’s adopted academic content standards." So am I lead to believe that only PE and Sexual Health are the only state mandated content? I bring to you a second example of how our Public Education System is being used, not to educate students, but to promote political agendas. The following is a 2015 Interview of Sue Payne regarding what my school district, the Capistrano Unified School District referred to as "Newcomers" in 2014.5 “These initial ‘new Americans’ are to be used as ‘seedlings’ in the construction of a ‘country within a country,’ which would help complete a full ‘fundamental transformation’ of the United States.” The Capistrano Unified School District broke many "rules" to accommodate these 200 "newcomers" at the expense of the 53,000 other students in the district. CUSD Amended its LCAP without in-put from parents or the public, and despite being placed with sponsors, "Newcomers" were classified as "Homeless" to avoid school enrollment documentation which also allowed them to receive benefits under the McKinney-Vento Act. In addition, to meet the educational needs of 200 students who were not fluent or literate in their own language, much less the English language, CUSD entered into hundreds of contracts for private tutoring services at great expense to the District.5 Political Agendas have no place in our K-12 public education system. "Compulsory school attendance laws and the great expenditures for education both demonstrate our recognition of the importance of education to our democratic society. It is required in the performance of our most basic public responsibilities, even service in the armed forces. It is the very foundation of good citizenship. Today it is a principal instrument in awakening the child to cultural values, in preparing him for later professional training, and in helping him to adjust normally to his environment. In these days, it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education. Such an opportunity, where the state has undertaken to provide it, is a right which must be made available to all on equal terms." Brown v Board of Education For true diversity of thought and a free exchange of ideas there can be no political agendas in America's public school classrooms especially Pre K - 12. The State of California has lost its way and that is why the California Public Education system has gone from #1 in the world to 46th in the nation.
