BLUE CARD: at 1:45:25 Dawn Urbanek - Clarification on the Community College discussion: I have Community College students that work for me. The problem with Community College today is that so many students are enrolling that it takes much longer than two years to complete required classes. So it is taking much longer to get through community college before they can transfer to a 4-year school or be ready for a career. at 1:45:42 Illuminate is a student data management system that is costing CUSD $257,395.50 per year. This is funded from the general fund and Lottery Funds. One concern is the number of student data management systems CUSD is purchasing at great expense.
How many does CUSD need, and at what cost. Illuminate is $257,395.50 per year. Each of these systems require staff training and development expenditures, which take teachers away from the classroom and force the district to pay a sub. There seems to be lots of unnecessary programs with lots of staff development and training going on, and not much educating as indicated by plummeting student performance in Math. Re: Naviance I have expressed my concern about student data mining many times to the Board of Trustees on the record. CUSD is the only District that is using Naviance, not as a College Tool, but as a required class for graduation and embedding it into CCP and other Core Educational classes. Naviance does personality testing which under FERPA usually requires parents to "OPT IN". By embedding Naviance into classes that are required for graduation, there is no OPT IN, and in fact students have no real way to OPT OUT. This curriculum choice is odd and is unique to CUSD. Requiring a full year of CCP/Health actually puts students 1 year behind in completing their A-G course requirements. If CUSD were to embed the three required units of Health into PE and get rid of CCP as a graduation requirement it would free up one full year of course work to complete A-G classes. CUSD's relationship with Naviance is concerning and should be looked at closer.
RE: PSAT
I have, in the past expressed concern about CUSD's action to enroll every 9th, 10th and 11th grader into the PSAT without asking parents to Opt-In. CUSD enrolled students in the PSAT that is a partnership between College Board and Kahn Academy. Kahn Academy clearly requires parents to opt students into this program and CUSD did not ask permission. Student data (personally identifiable data) is shared not only with Kahn Academy and College Board, but 3rd parties as a result of a loop hole in FERPA laws.

The other 11 are: • Aeries (Eagle Communications) Each of these systems require staff training and development expenditures, which take teachers away from the classroom and force the district to pay a sub. There seems to be lots of unnecessary programs with lots of staff development and training going on, and not much educating as indicated by plummeting student performance in Math. Trustee (Lynn Hatton- Hodson) who is the owner of InnovateEd is under investigation for Conflict of Interest. InnovateEd is an education company that promotes many of the software programs, and tools that have been purchased by CUSD, those funds may have been better spent to ensure that our students had sufficient funding to obtain high quality staff, program expansion and variety, beneficial teacher-pupil ratios and class sizes, modern equipment and materials, and high-quality buildings. There is an appearance of a conflict of interest, and undue influence on the part of Trustee Hatton-Hodson that has resulted in a change of the Districts spending priorities A cash strapped district should FIRST provide students with a basic education, rather than spend priceless funds to data mine students and their families. The explosion in technology expenditures since 2012 have produced little if any results for students, and in fact, academic performance in Math has declined. Web Site: https://www.illuminateed.com
