The County Committee on School District Organization  is a committee created in each county by the California State Legislature and is elected by the representatives from local boards of education.
 
The County Committee studies and makes recommendations in the areas of (a) the organization and reorganization of school districts; (b) changes in school district boundaries; and (c) the number of trustees and the manner by which they are elected. These activities are coordinated by the Secretary to the Orange County Committee on School District Organization.
 
It is important to note that the County Superintendent of Schools, or his/her designee, is not a member of the County Committee, and therefore, has no authority over the decisions of the Committee and remains neutral on issues under consideration.
 
HOW IS REORGANIZATION ACTION INITIATED?
 
Districts may be reorganized by transfers of territory, unifications, unionizations, or annexations (Unification is the formation of a new K-12 district from elementary or high school districts; unionization is the formation of a new district from districts of the same level – elementary, high school, or unified; Annexation is when one district is merged into another district that continues to operate). (Education Code §35700-35785.)
 
Action to consider reorganization, the transfer of territory, the altering of trustee areas, or the size of school district boards may be initiated by a citizens petition, a joint request of two school district governing boards; a petition from a city council, county board of supervisors, or local agency formation commission; or petition from a landowner, or by the county committee on school district organization.

OCSBA is a professional organization of local school boards and community college boards in Orange County established to serve each other's needs through consolidated action, exchange of information, and programs focusing on public education. OCSBA's objectives are to:

Preserve, advance, and improve the public schools

Encourage cooperative efforts of all whose interests are directed toward better educational opportunities for students and children

Promote and support research and legislation (with adequate, long-range financial support) designed to maintain and improve public school programs

Membership is available to every Board of Education of public schools and community college districts in Orange County. On-going activities include cooperation with the Association of California School Administrators (ACSA) and the California School Boards Association (CSBA). The OCSBA addresses issues of mutual concerns, provides updates on legislative activity through Political Action Group Effort (PAGE) meetings, sponsors topical speakers to enhance OCSBA objectives and recognizes meritorious service on behalf of public education and our youth.

Trustee McNicholas asked if these should be referred to as Ad Hoc Committees or Standing Committees? Ad Hoc- single issue no Brown Act Requirements. Standing Committee would require compliance with Brown Act.

The mission of the CUSD Foundation is to raise money by developing partnerships with businesses and the community to enhance the quality of education for every student in the Capistrano Unified School District.
Founded in 1992, our non-profit organization has raised over $2,000,000 for students, teachers and schools over the last decade, providing much needed resources to enrich student-learning experiences that fall outside the district’s budgetary reach. Our volunteer-based, non-profit educational partnership raises funds through a variety of programs and events.
